eHoldings | Change search by Tags filter format

    Description

      Currently we have two different query parameter formats for filtering by Tags and Access Types
      We need to change format of accepted Tags filter to make it consistent for different filters

      Current format: ?q=&filter[tags]=important%2Curgent
      New format: ?q=&filter[tags]=important&filter[tags]=urgent
