Description
To improve tag performance and to prevent unnecessary RM API calls, we want to provide tags only endpoints.

- Design for tags only endpoints that will support
- adding/removing/creating tags on provider/package/resource records
- ensure that design will not break or impact any existing tag development including filtering by tags
