    Description

      Change local database to store title information:
      a) Title name

      Change TagRepositoryImpl to reflect changes to db schema
      Save title to database when tags are updated
      Fix failing tests

      Approach: create title table with structure similar to structure described in https://issues.folio.org/browse/MODKBEKBJ-210
