Tags: add endpoint to return all tags assigned to records of particular type(s)

    Description

      Provide an endpoint to only return tags assigned to providers | packages | title+package | title so that filter options are only those assigned to records:

      GET /eholdings/tags?filter[rectype]=<'provider', 'package', 'title', 'resource'>

      rectype parameter is to limit the desired records by type. The parameter is an array thus can contain several items to get tags associated with different type at ones (for instance with 'packages' plus 'providers'). Several types can be specified in the form:

      filter[rectype]=provider&filter[rectype]=package&filter[rectype]=title&filter[rectype]=resource
