SPIKE: Allow user to filter search results by tags

• Filter provider/package/title results by tags has been requested by Chalmers

• This spike will determine
  • the backend work needed to support filter results by tags
  • NOTE there is no other app that supports filtering results by tags SO our app would be the first and should try to set a pattern for other app developers if possible
