Add metadata to hrid settings

• Update hridsettings.json schema to include standard metadata
• Prepare migration script to set up default values for already existing entries
  • For Created
    • Use date of deploy
    • system for user
  • For last updated
    • Start with the same as Created
    • Change to actual date/time and actual user when someone makes an update to the screen

NOTE: abreaux to add an Orchid release note explaining that since we were not tracking this info previously, the start date reflects when this change was deployed, and the update date will change when a user makes any changes to the currently-existing settings
