MG Bugfest: Derive a New MARC bib record is not working

This functionality has been working in Morning Glory but not anymore and unfortunately this was first noticed during quickMARC UAT on Wednesday (July 27) 

Environment: https://bugfest-mg.int.aws.folio.org/ 

Login with credentials: quickmarc / F0!io2021 

1. Search for Instance record HRID: mgin00007304290 
2. Go to Actions > Derive a new MARC bib record 
3. Add or edit existing fields 
4. Hit Save

Expected outcome: New instance and bib record created 

Actual outcome: 404 error and two messages 1.) Successful toast notification and 2.) Not successful. The instance for the record never displays.
