Resource identifier type - add new value: Cancelled system control number

Overview: Adding new value for Resource identifier type: Cancelled system control number.

Stories:

   • Login to FOLIO Snapshot, as User diku_admin
   • Go to the Settings app, select Inventory > Instances > Resource identifier types
   • When viewing the list
   • Then the list include a value for Cancelled system control number

When this new value is implemented, then abreaux and the Foljiet team need to update the default MARC-to-Instance mapping accordingly, and map the 019 data into Instance identifier field with that identifier type Cancelled system control number, and then it's standardized for export.
