Incorrect required permissions for instance relationship endpoints

1. Change the permissions on instance relationships API endpoints to be consistent with conventional pattern
2. There should be a separate permission for each endpoint
3. Analysis to determine the current usage of the existing permissions and determine the impact of this change
4. Inclusion in the release notes for relevant quarterly release as this might break folks custom permission sets
