Description

This suppresses unneccessary index recreations for upgrades from mod-inventory-storage versions that
contain RMB >= v29.3.2 (Fameflower onwards upgrade path).
This suppresses index rebuilds for upgrades from 19.1.1 to >= 19.1.2 only.
