TenantLoading fails on 2nd pass (not idempotent)

    Description

      Works for v17.0.0, but no on master 1b82468402c54e43e6c53d5565227749d8724be1 today
      See load-all.sh attached.

      The sad truth is that our unit tests only run them once, due to MODINVSTOR-369

      Note that in order to even complete load-all.sh the mod-inventory-storage module MUST NOT be using embedded Postgres. Sigh

      This has stopped working since master.. Might be related to MODINVSTOR-337, but that's speculation. Not proved by git bisect.
