    Description

      Overview: The invoice is in reviewed status but the invoice has actual payment transactions already created against the budget. User tried to approve and pay and status did not change but transactions were created

      Steps to Reproduce: TBD

      1. Log into some FOLIO environment as User X
      2. Click this

      Expected Results:

      Actual Results: Invoice status remains as Reviewed but payment transactions are created against budget.
