Batch voucher export is missing some vouchers

Overview: Customer has provided an example of a number of batch exports that cooer to have been successful but include only some of the vouchers that should have been exported in that batch.

Steps to Reproduce: (TBD) see rally ticket for more detail

1. Log into some FOLIO environment as User X
2. Click this

Expected Results: ALL vouchers assigned to batch group that fall in the time frame are exported.

Actual Results: Not ALL vouchers assigned to batch group that fall in the time frame are exported.{}
