    Description

      Overview:
      Trinity College is reporting seeing a transactions failed to create message for one of their invoices .

      Steps to Reproduce:

      1. Log into https://folio-iris.dev.folio.org/ as a user with admin permissions.
      2. Create an order with a $0.00 cost
        And 1 physical Item
        And fund distribution
        And currency GBP
      3. Create an invoice and add the order from step 2 as an invoice line and Amount for fund > 0 currency GBP
      4. Approve the invoice.
      5. Pay invoice

      Expected Results: Approval and payment are successfully $0.00 finished.

      Actual Results: Approval is failed,: 
      One or more transactions record(s) failed to be created
