Authority update: Implement the UpdateAuthorityEventHandler

Overview

 We have to add an ability to Update the exiting Folio record when the incoming Marc Authority record was matched

Approach

The hander does:
    validation a payload of the incoming event,
    generating a new Folio record using mapping rules taken from MappingMetadataCache,
    send HTTP request to update the existing Folio record in mod-inventory-storage

Acceptance criteria

•  The handler is implemented and covered by unit tests
