    Description

      Overview:
      Record state isn't changed after record updating despite record was changed.

      Steps to Reproduce:

      1. Retrieve record from CM GET: /change-manager/parsedRecords?instanceId=instanceId
      2. Update record by PUT: /change-manager/parsedRecords/parsedRecordDtoId
      3. Retrieve record once again

      Expected Results:
      Record was updated and "recordState": "ACTUAL"
      Actual Results:
      Record was updated and "recordState": "IN_PROGRESS"
