Can't mark in process items as withdrawn

1. As diku_admin on folio-snapshot
2. Navigate to an item record for an item with the status In process
3. Open actions menu
4. Click mark as withdrawn
5. Click confirm

Expected: item status changes to withdrawn (UIIN-817)
Actual: status change fails

Notes:

• marking items withdrawn succeeds for all other statuses where that option appears
