INN-Reach Circulation Settings: Create API Endpoints to CRUD Mapping of Central Patron Types to Specific FOLIO User Barcodes

Purpose/Overview:
In order to circulate items in an INN-Reach environment (eg. item holds for items held by a library on the local FOLIO server), items must be checked out to a common patron based on the central patron type of the requesting user (INN-Reach circulation rules are based on patron and material type). This model will store the mapping of those common patrons to their corresponding central patron types.

Requirements/Scope:

1. Rest APIs to CRUD data model from MODINREACH-76
2. Logical permissions:
   1. All permissions
   2. Create/read/update
   3. Read-only

Approach:

Acceptance criteria:

• Users with appropriate permissions can CRUD configurations (MODINREACH-76) via OKAPI api(s)
