INN-Reach Circulation Settings: Create Model to Store Mapping of Central Patron Types to Specific FOLIO User Barcodes

Purpose/Overview:
In order to circulate items in an INN-Reach environment (eg. item holds for items held by a library on the local FOLIO server), items must be checked out to a common patron based on the central patron type of the requesting user (INN-Reach circulation rules are based on patron and material type). This model will store the mapping of those common patrons to their corresponding central patron types.

Requirements/Scope:

1. Store a mapping of central patron types (indicated by an integer from 0-255) and a FOLIO user barcode
