Central server Configuration POST 400 error

Overview:
Steps to Reproduce:

• Navigate to the new central server configuration form
• Type in all the required fields in general information
• Type correct Central server address, Central server key, and Central server secret
• save the form

Expected Results:

The new configuration is created

Actual Results:

1. code: "400 BAD_REQUEST"
2. message: "could not execute statement; SQL [n/a]; constraint [central_server_local_server_code_key]; nested exception is org.hibernate.exception.ConstraintViolationException: could not execute statement"
