Remove "X-Request-Creation-Time" from all outgoing D2IR API requests

Purpose/Overview:

We have been informed by III that the x-request-creation-time header is not required as part of the D2IR API specification by ANY endpoints (local or central). The header should be removed as a requirement for any endpoint where it is still required.

Requirements/Scope:

1. x-request-creation-time header is no longer sent with D2IR API requests

Acceptance criteria:

• No request to a D2IR API endpoint sends the x-request-creation-time header
