GOBI order Key NOT added as vendor ref number

Overview: Since updating vendor reference number in the POL, the GOBI Order Key is no longer added properly to the POL as a vendor reference number when orders are created through the GOBI API. 

Steps to Reproduce:

1. Log into snapshot environment
2. Login to GOBI testing environment
3. Select a title in GOBI system and use express order function
4. Select snapshot account
5. Click send order
6. Check for POL number response
7. Navigate to FOLIO snapshot 
8. click orders app
9. search for order generated by GOBI
10. click POL
11. view vendor reference numbers

Expected Results: GOBI Order Key from the GOBI system appears as a Vendor reference number on the related POL in FOLIO.

Actual Results: No reference numbers appear on FOLIO POL.
