"All or nothing mechanism" performs two times

Overview

While running API tests several times it was found out that one of the tests randomly fails

The problem comes from current implementation of "all or nothing mechanism" that needs to be fixed. In case if two or more transactions involved in this process there is a chance to perform transactions movement to a permanent table several times. It causes an error.

Acceptance Criteria

• The bug is fixed
• Unit tests are updated (if possible)
• API tests are updated (if needed)
