Persist totals to ledgerFY table

Overview
During transfers and allocations, the totals must be persisted to ledgerFY table.
Allocations and transfers belong to a particular FY. So all the calculations must be done on the ledgerFY table

Acceptance Criteria

• transactions.sql is modified to make calculations in the ledgerFY table
• unit tests are updated
