use loadSample/loadReference to load sample and reference data

    Description

      Overview:
      Sample and Reference data should be loaded during the tenant init call via the loadSample=true and loadReference=true flags.

      MODINVSTOR-264 and MODVEND-81 are good examples of how to do this.

      • Move to tenant system interface v1.2 (or later)
      • Use the TenantLoading utility provided by RMB (see RMB-329)
      • May require some minor refactoring of sample/reference data or to the data structure in which it lives.

      Acceptance Criteria:

      • Sample and reference data is loaded via the tenant API
      • The "old" mechanism for loading sample/reference data is removed/cleaned up.
      • Unit tests are updated
