Cancel invoice does not update the encumbrance correctly

Overview: 

When I cancel an invoice the related encumbrance still counts its value. In this screenshot 2 invoices for 200 were paid but one was canceled. The encumbrance still shows 400 expended but it should only show 200. Should this be resolved under this ticket?

Steps to Reproduce:

1. Log into some FOLIO environment as User X
2. Click invoice app
3. create order for $10
4. Open order
5. Create invoice for $10
6. Approve and pay invoice
7. Cancel invoice
8. Create new invoice for $10 dollars
9. Approve and pay invoice

Expected Results: Encumbrance is released and it's expendedAmount value is $10
Actual Results: Encumbrance is released and it's expendedAmount value is $20
