Update test data to include an FY2022

Purpose: In year 2022 the system will not initially find a current fiscal year because an FY2022 is not part of the test data set.

Acceptance criteria:

• Finance app test data includes a "Fiscal Year 2022"
  • Period is January 1 to December 31 (the whole calendar year)
  • Name: Fiscal Year 2022
  • Code: FY2022
  • Description: Fiscal year for 2022
• All FY2020 Budget information is Duplicated for FY2022.
  • This way Funds also have budgets for the new current fiscal year
