Overview: User cannot delete a planned budget and the system tells me that there are transactions BUT the budget does not have transactions. Seems like it is confusing the panned budget with the current budget when trying to delete.
Steps to Reproduce:
- Select fund with a current budget and some activity
- Create upcoming fiscal year
- Add planned budget to the Fund with allocation of 100
- Delete budget
Budget is removed successfully after confirmation. Restriction is the same as current budget. As long as the budget ONLY has allocation transactions it can be removed.
