Funds lose group assignments after fiscal year rollover

Overview: Funds lose group assignments after fiscal year rollover. If funds are assigned to groups after rollover is complete the Funds no longer display the group assignments. These MUST be carried over from the previous year.

Steps to Reproduce:

1. Log into thunderjet scratch
2. Create fund with budget in current year
3. Add group and assign to your Fund
4. Rollover fiscal year
5. View Fund details

Expected Results: Fund belongs to the same groups it belonged to the previous year

Actual Results: Fund has no groups assigned to it

Note: If the Fund FY/group FY does not exist for the coming fiscal year it should be created, IF it does exist it should be updated based on the current Fund FY/Group FY
