      The budget.overExpended value is not calculated correctly

      Steps to Reproduce:
      Create budget with:

      • encumbered=0
      • awaitingPayment + expenditure > initialAllocation + allocationTo + netTransfers - allocationFrom

      Expected Results:
      overExpended > 0
      Actual Results:
      overExpended = 0
