Update test data to include an FY2021

Purpose: Currently in all folio testing environments the system does not initially find a current fiscal year because an FY2021 is not part of the test data set.

Acceptance criteria:

• Finance app test data includes a "Fiscal Year 2021"
  • Period is January 1 to December 31 (the whole calendar year)
  • Name: Fiscal Year 2021
  • Code: FY2021
  • Description: Fiscal year for 2021
• All FY2020 Budget information is Duplicated for FY2021.
  • This way Funds also have budgets for the new current fiscal year
