Add order status to encumbrance schema

Purpose/Overview:
To support case 3 from comment https://issues.folio.org/browse/MODFISTO-157?focusedCommentId=92917&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-92917, order workflow status must be added to encumbrance schema

Requirements/Scope:

1. add orderStatus field ("Pending", "Open", "Closed" defaul "Open") to encumbrance.json schema
2. prepare migration script to set orderStatus to encumbrances based on coresponding order workFlowStatus
3. update acq-models (mod-finance-storage, mod-finance, mod-orders)

Acceptance criteria:

• json schema updated
• migration script written and tested
• acq-models submodule updated
