      Purpose/Overview:
      Fill new fields for Budget which defined in MODFISTO-186

      Requirements/Scope:

      1. initialAllocation, allocationOn, allocationFrom must be filled (based on transactions)
      2. delete "allocated" field

      Approach:
      Create migration script
