Description
Overview:
The encumbrance API needs a little work before we start using it.
- Add this API to the ModuleDescriptor (under a new interface)
- Update the RAML
- Still references mod-fund and budgets in several places
- Adjust endpoint paths to include /finance-storage/ prefix
Acceptance Criteria:
- RAML is updated
- DB schema created
- Sample data updated
- Module Descriptor is updated
- Unit tests are updated as needed
