Add series field while creating a FiscalYear

Overview
The system has to calculate the series field while creating and updating a FiscalYear.
FY series is taken from the alpha part of the FY code

Acceptance criteria

• Make sure the series field is present in the FY always, and is the alpha part of the fiscal Year
• unit tests are updated
• API tests are updated
