Overview
As follow-on to MODFIN-76, we need to update the fund GET APIs to use the new composite_fund schema and add appropriate business logic.

Acceptance Criteria
- The APIs are updated to use the composite_fund schema
- Business logic has been added to the various fund API endpoints as described on the wiki
- unit tests are updated
- API tests are updated
