    Description

      Overview:
      Implementation of MODFIN-207 brought transaction removing with incorrect usage of all-or-nothing mechanism. As the result release realese transaction process intersects with delete transaction process and transaction_summary table can be updated in parallel and cause errors.

      Expected Results: *
      Delete transactions endpoint should delete transactions only. If encumbrance transaction not released - return an error.
