"Request-URI Too Long" error occurs when attempting to view a ledger when there are more than a few budgets

    Description

      I am unable to view a ledger using the FOLIO UI if I have more than about 10 budgets loaded into the system. When you click on the ledger to bring up the detail page, an error message of "Failed to load ledger data" is displayed. If you use the browser F12 tools, you can see a response of
