Incorrect Group "Decrease in allocation" value

Overview: Allocating from one fund in a group to another fund in the group should NOT display as a decrease in allocation at the group level. The allocation of the group has not changed

Steps to Reproduce:

1. Log into some FOLIO testing
2. Unrestrict Fund transfers between Endowments and FY sweep fund
3. Select the Endowments fund
4. click actions -> allocation
5. Allocate $200 from Endowments to FY sweep
6. Add these two funds to the same group

Expected Results: Allocation displays BOTH an increase and a decrease of $200. Total allocated of the group HAS NOT changed

Actual Results: Allocation displays ONLY a decrease in allocation of $200. Total allocated has decreased by $200.
