BE | Make sure the trigger "Lost item returned - fee(s) adjusted" includes Actual Cost

Purpose: When a lost item is returned, then the actual cost charged gets cancelled. Then, a notice should be sent to inform the patron.

Scenarios:

• Given: A lost item, that was charged the actual cost, is checked in,
• When the fee/fine action "Cancelled item returned" is added, and the balance is "-",
• Then: The appropriate template is sent as notice, if available, according to:
  • The circ rule for that loan >> Its patron notice policy >> Fee/fine notices triggering event = Lost item returned - fee(s) adjusted.
