Lost item processing fee can be saved with a value less than 0

Overview: When the Lost item fee is created, Lost item processing fee can be saved with a value less than 0
Steps to Reproduce:

1. Log into  FOLIO environment as User with create/review/update/delete a lost item fee policy permission
2. Go to Settings => Circulation => Lost item fee policies  => New
3. Enter required fields
4. Enter "Lost item processing fee" less than 0 
5. Click Save&Close

Expected Results: A warning "The value must greater than or equal to 0" appears.

Actual Results: The Lost item fee policy saved successfully.
