The fee/fine must be reopened if some amount is returned

Preconditions:
1. Snapshot env opened
2. Created any fee/fine
3. Owner, Fee/fine type and Payment method have been created
4. Fee/fine has been paid in full (fee/fine has been status closed)
5. Fee/fines details page is opened

Steps to Reproduce:

1. Click on the Refund button
2. Return all/part of the amount 
3. Close Fee/fines details page
4. Pay attention on the status fee/fine
5. Open fee/fines on the user page
6. Pay attention on the open fee/fines

Expected Results: Fee/fine gets status open
Actual Results: Fee/fine remains close

Note: this behavior reproducible on Kiwi and Juniper env
