After fee/fine refund, "Remaining balance" should be increased by the amount of the refund

Overview:  When a fee/fine is refunded, the balance of the fee/fine should be increased by the amount of the refund.  If the user wants to cancel/waive the fee/fine, that is completed as a separate step.

Steps to Reproduce:

1. Log into Juniper as an admin
2. Charge a fee/fine to a test patron
3. Transfer part of the new fee/fine to a "Transfer account" (e.g. Bursar)
4. Issue a refund for the part of the fee/fine that was transferred
5. Look at Fee/Fine Details for the fee/fine

Expected Results:  The "Remaining balance" should include the amount that was refunded (as shown in attached screen print After-refund-remaining-amount-should-be-100.jpg)

Actual Results:  The Remaining balance is unchanged after the refund (as shown in attached screen print After-refund-remaining-amount-should-be-100.jpg) ** 

Additional Information:
The same issue occurs if a fee/fine is partially/full paid or transferred.
