Refund report criteria not working when only "Start date" is entered

    Description

      Overview: While testing the refund report, Holly noticed issues with the entry of the criteria. This is one of two issues. The other one is UIU-2033.

      Steps to Reproduce:

      1. Log into https://folio-snapshot.dev.folio.org/ as the admin
      2. Create come refund data so that refund report is able to be produced
      3. Select Users>Actions>Refunds to process manually
      4. Enter a "Start date" of 2021-02-01
      5. Leave "End date" blank
      6. Press "Save & close" button

      Expected Results:
      Report created, including all refunds from 2021-02-01 through the present time

      Actual Results:
