DELETE feefineactions endpoint is broken

Overview:
Steps to Reproduce:
Delete a single fee/fine action with a call to DELETE /feefineactions/ID endpoint

Expected Results:
One fee/fine action is deleted (by a requested ID)
Actual Results:
All of the fee/fine actions are deleted, the response is:
Status: 404 Not Found
Body: Record Not Found
