Purpose: To stop sending patron notices for fees/fines that have been transferred to Cornell's bursar office.
Story: As a staff member who processes transfers, I need to stop sending fee/fine payment notices (for overdue fines, lost item fees, etc.) after the fees/fines have been transferred to the bursar's office.

- When fee/fine transferred to bursar
- Then cancel all future notices for fee/fine
