    Description

      In order to send patron notices for lost item fee adjustments (see CIRC-964) mod-circulation needs to know which fee/fine actions were created as a result of fee/fine refund/cancellation. One possible solution is to return them in response from pay/waive/cancel/transfer/refund endpoints.
