Download matched records (CSV) does not appear in Bulk edit rancher

Overview:
When identifying records through a file of identifiers or through a query on bulk-edit rancher- the preview is populated but the Download matched records option does not appear on the Actions menu.

Steps to Reproduce:

1. Navigate to Bulk edit- and upload a file with identifiers or search by query (for example: active=false)

Expected Results:
Preview is populated and the Download matched records option is available in the Actions menu

Actual Results:
Preview is populated but the Download matched records option is missing in the Actions menu:
