Download matched records (CSV) does not appear in query search screen

Overview:
When identifying records through a query - the preview is populated but the Download matched records option does not appear
Steps to Reproduce:

1. Navigate to Bulk edit-> Query tab
2. Enter query, for example: active=true

Expected Results:
Preview is populated and the Download matched records option is available in the Actions menu
Actual Results:
Preview is populated but the Download matched records option is missing in the Actions menu:

Additional Information:
