"Authority control" job failed because of a permission error.

Overview: To successfully export "MARC authority headings updates (CSV)" report user needs the following permission: "instance-authority-links.authority-statistics.collection.get".
Steps to Reproduce:

1. Log into Snapshot FOLIO environment as User with the following permissions:
   Export manager: All
   Inventory: All permissions
   MARC Authority: View MARC authority record
   quickMARC: View MARC bibliographic record
   quickMARC: View, edit MARC authorities record
2. Go to "MARC authority" app.
3. Click "Actions" button in second pane >> Select "MARC authority headings updates (CSV)" option.
4. Choose valid dates in "Start date" and "End date" date pickers.
5. Click "Export" button.
6. Go to "Export manager" app.

Expected Results: The job with "Job ID" which matched "Id" in success toast notification at Step 5 has "Successful" status.

Actual Results: The job failed with the following error:
"[403 Forbidden] during [GET] to http://links/authority/stats?limit=100&action=UPDATE_HEADING&fromDate=2023-02-17T00%3A00Z&toDate=2023-02-17T00%3A00Z EntitiesLinksStatsClient#getAuthorityStats(int,ActionEnum,String,String): [Access for user 'North' (969f1596-5447-41a5-a4a1-b8b2b4af3852) requires permission: instance-authority-links.authority-statistics.collection.get] (Forbidden)".

Additional Information: works as expected by Admin user.
